1. Job Overview / Summary
Service Purpose:
The Electrical and HVAC Engineer is part of the team for the MARSA LNG Bunkering Project, a key initiative within OQEP and TotalEnergies' energy transition strategy. In this critical role, they will be responsible for ensuring the Completeness of Electrical and HVAC commissioning activities performed by CONTRACTOR to ensure these Systems are fully operational for plant Start-up. They will report directly to the Commissioning & Start-up Site Lead.
The Electrical and HVAC Engineer shall ensure that the preparation and execution of Operational Test/Energisation Procedures (including Black start) are in accordance with Procedure and specification for Electrical & HVAC systems. They shall also ensure mentorship and training of the future Field Operation Personnel integrated in Commissioning and Start-up Team to support a smooth start-up.

Total Experience Required: +20 years’ experience in the Oil & Gas industry with proven experience with large onshore plants and LNG plants.
Relevant Experience Required: Several years of proven experience in Commissioning and operation stage of LNG projects.
Industry-Specific Experience: +10 years’ experience in similar positions.

5. Responsibilities and Skills

Project Phase:
Commissioning and Start-up preparation:
Ensure the quality and completeness of Electrical and HVAC Commissioning and startup engineering Final Documentation (deliverables both from the Contractor and the Vendors) in compliance with Project Scope of Work, Specifications and Procedures and allowing an adequate hand-over to the Operation.
Ensure Contractor has identified all temporary equipment requirements timely to prevent scheduling impacts.
Monitor and follow up on commissioning execution (including FATs at manufacturer premises).
Ensure modifications are monitored via appropriate Engineering Query routine.
Review and approve Black Start Procedure.
Assist the CSL in identifying and addressing all internal/external interface issues concerning Commissioning and Start-up.
Ensure interface activities are managed and controlled correctly by Contractor.
Ensure personal and equipment compliance with local electrical regulations.
Commissioning and Start-up execution:
Witness Electrical and HVAC activities performed by the Contractor, ensuring Company requirements are met.
Ensure progress aligns with priorities set by the Commissioning and Start-up sequence.
Validate and follow up on Punch list item entries/clearance related to the discipline.
Optimize Vendor mobilization and planning for equipment startup.
Control and report OTP execution, ensuring all technical and planning data meet Company policies.
Report any unexpected events affecting plant commissioning or startup.
Review and approve commissioning dossiers co-sign Achievement of Commissioning (AOC) and Hand-over Certificates post-OTP activities.
Ensure post-Commissioning equipment is preserved and maintained by the Contractor.
Facilitate smooth handover to the Field Operations Team (training and feedback).
Update discipline master files to reflect “As commissioned” status at Transfer time.
Implement company electrical isolation procedure and transfer it to operations.
Production Phase:
Assist in developing Electrical & HVAC learning assessments for field technicians.
Support continual improvement and implementation of on-the-job training.
Promote a learning culture through knowledge-sharing and mentoring of Marsa technicians.
HSE:
Demonstrate exemplary HSE behavior, adhering to MARSA LNG’s HSE policies and regulations related to Electrical and HVAC work.
Ensure activities comply with well-prepared procedures covered by a PTW.
Maintain compliance with Oman’s HSE rules and regulations.

Context and Environment:
MARSA LNG is a Joint-Venture between TotalEnergies (80%) and OQEP (20%).
The MARSA LNG Bunkering Project, located in Oman, serves as a regional hub to supply LNG as fuel to marine vessels. The feed gas source is MARSA LNG equity gas entitlement from Greater Barik field in Block 10. Project facilities include:
A midscale LNG Plant in Sohar Port designed to produce 1 MTPA capacity and treat 150 mmscfd yearly average feed gas. The plant design accommodates adding another train to reach 2 MTPA.
Dedicated marine jetty with offloading facilities for LNG bunker/export vessels.
Import utilities via third-party, alongside integration with a solar-powered grid.
Associated operating and support facilities.
